Scud will explain that he is in a bind, as he needs to get a shipment of Sand out of Leo, where it has just been made illegal. If you offer to help him, he will ask you to meet his contact at Port Crawford in Tega to arrange a deal and secure a good price. Then, you will return to Prefect Outpost in Leo to update him on the details.
